Chantilly, VA- In response to the Federal Government shutdown impacting thousands of federal employees, Justice Federal Credit Union (Justice Federal) is upholding its member-focused mission by offering special assistance loans and payment relief options designed to support affected federal workers during this period of financial difficulty.

New and existing members of Justice Federal may request the following support‒

  • Special Assistance Loan*: New and existing Members in good standing with the Credit Union may apply for a Special Assistance Loan up to their net pay for one month. A pay stub is required, and there is a minimum loan amount of $500. The loan features an annual percentage rate of 5.99%** over 12 months. Members may opt to defer their first Special Assistance Loan payment for up to 60 days, with interest continuing to accrue. Example of repayment terms: 12 monthly payments of $86.19 per $1,000 borrowed.
  • Deferred Payments*: Members in good standing may request to defer a consumer loan or credit card payment up to 30 days with interest continuing to accrue. Based on the length of the Federal Government shutdown, Members may request additional 30-day deferments. For assistance with a first mortgage loan, Members should speak with a Mortgage Counselor.

ANNAPOLIS, MD - In response to the ongoing federal government shutdown, Governor Wes Moore today announced the launch of the Maryland Department of Labor’s Federal Shutdown Loan Program. Now accepting applications, the program provides financial support to Maryland residents who are “excepted” federal employees (also called “essential”), meaning they are required to continue working during a federal government shutdown but are not receiving a paycheck during that time.

“At a time when the federal government is stepping back from its most basic obligations, Maryland is stepping up to protect our people,” said Gov. Moore. “The emergency support we announce today will keep public servants afloat as we enter a second week of this shutdown. But no state can continue to fill the massive gap created by Washington. The president must come to the negotiating table in good faith and close a deal to open the government.”

“A federal government shutdown creates immediate financial hardship for our dedicated public servants,” said Maryland Department of Labor Secretary Portia Wu. “Maryland is home to a significant number of federal employees, and it is our responsibility to provide a bridge for those who are working without pay. This loan program is a critical lifeline to ensure that our neighbors can continue to put food on the table and keep a roof over their heads while we await a resolution.”

Although the Federal Shutdown Loan Program application portal opens today, loans will only be issued if the shutdown is still in effect on October 15. The Comptroller’s Office will then process loan requests from the Maryland Department of Labor and the Treasurer’s Office will begin mailing the first batch of loan payments on October 16.

“During a federal shutdown, Marylanders need action, not delay,” said Comptroller Brooke Lierman. “This loan program helps federal workers cover essentials like food, bills, and fuel while they await their paychecks. The Office of the Comptroller is ready to work with our state partners to get relief to Maryland’s federal workers safely and quickly.”

“Federal employees contribute significantly to Maryland’s economy and to the strength of our communities,” said Treasurer Dereck E. Davis. “Offering a bridge to our essential workers is not only the right thing to do—it’s critical to protecting Maryland’s financial health and stability. We will continue to explore every option to support Maryland families during this period of uncertainty.”

To qualify for the loan, an applicant must be a Maryland resident and a federal employee designated as “excepted” during the shutdown. They will be required to provide proof of ID, Maryland residency, federal employment status, and “excepted” status.

The loan application is now available at mdol.submittable.com/submit, which also includes FAQs in both English and Spanish. For support, applicants can email MDshutdownloan@submittable.com or call (410) 849-6424 (Monday – Friday, 9 a.m. – 5 p.m.).

Furloughed federal employees—who are not working and are not being paid during the government shutdown—may be eligible for unemployment insurance benefits through the Unemployment Compensation for Federal Employees program. They are required to repay those benefits after the shutdown ends and they receive retroactive pay.

Furloughed employees of federal contractors—who are not working and are not being paid—may be eligible for state unemployment insurance benefits.

Marylanders who are former federal employees or otherwise impacted by the federal government transition can access resources at the dedicated federal worker support pages on the MD Labor and State of Maryland websites. This includes information on the Unemployment Compensation for Federal Employees program, Federal Worker Emergency Loan Program, and support in finding a new job.

The federal government is the largest employer in the State of Maryland. Prior to this year’s federal workforce cuts, 269,000 Maryland residents were employed by the federal government and more than 160,000 federal civilian jobs were located in Maryland. Past government shutdowns have had direct repercussions in Maryland, with President Trump’s 2019 partial shutdown in 2018-2019 costing thousands of Marylanders $778 million in wages.

Since the Trump Administration has taken office, Maryland has lost more than 15,000 federal jobs—the largest number in the nation. The potential mass firing of more federal workers and furloughing of tens of thousands of contractors in Maryland as the result of a shutdown will only further jeopardize Maryland’s economy.

Maryland's hard-working families are already facing compounded challenges as the result of Republican-backed policies that have created the risk for nearly 250,000 Marylanders to lose their health care and more than 684,000 Marylanders—including seniors, children, and veterans—potentially seeing their food assistance cut.

As the shutdown continues, Maryland will continue to offer a broad range of supports for federal employees and other workers impacted by federal actions, such as:



The Moore-Miller Administration will also continue work to ensure that major federal programs—including Medicaid, SNAP, WIC, Head Start, and veterans’ services—will continue to operate, assuming the state will be reimbursed for eligible federal expenses incurred during a shutdown, as has been the practice in previous federal shutdowns. The length of the shutdown and level of commitment from the federal government may impact the ability of these programs to continue to operate after an extended period.

The Moore-Miller Administration will work closely with the State Treasurer and the Comptroller to monitor potential impacts and communicate updates.

Chantilly, VA- Velera, the nation’s premier payments credit union service organization (CUSO) and an integrated financial technology solutions provider, announced the promotion of Mark L. Robnett, President and CEO of Justice Federal Credit Union, to Director on its Board.

Robnett also serves as the Vice Chair of CUES. Founded in 1962, on the principle of “cooperation among cooperatives,” CUES is dedicated to educating and developing credit union CEOs, executives, directors, and future leaders—one leader at a time. Chantilly, VA- Justice Federal Credit Union (Justice Federal) headquartered in Chantilly, VA., achieved a major milestone in 2024― the Credit Union surpassed $1 billion in assets.

Justice Federal’s story began in 1935 when 12 employees of the Department of Justice pooled their monies to establish The Department of Justice Federal Credit Union, the first official branch, which offered small loans to employees in need during the Great Depression. The Credit Union later changed its name to Justice Federal Credit Union, which serves employees of the justice, law enforcement, and public safety community, their families, and supporters across the nation.

Since its founding, 90 years ago, the Credit Union has grown from 41 Members with $137 in assets, to now serving nearly 68,000 Members with over $1 billion in assets, across the nation.

Under the leadership of President and CEO Mark L. Robnett, Justice Federal has achieved continuous growth, reaching the notable milestone of $1 billion in assets.

“Achieving $1 billion in assets has been a gradual process, and we remain committed to continuous improvement beyond this milestone,” stated Mark L. Robnett, President and CEO. “We understand that reaching this asset size offers opportunities for economies of scale, though not guaranteed. Achieving these efficiencies requires ongoing cost discipline and strategic priority-setting to ensure that costs increase at a slower rate than revenue growth. Both credit unions serve the justice and law enforcement community. Once approved, Justice Federal would serve more than 68,000 members, with twenty branches across the nation, and over $1B in assets.

Mark Robnett, President/CEO Justice Federal stated, “when we first spoke with James Angleton, President/CEO LE&T FCU, we shared our visions for our respective credit unions, and realizing the synergies, it was a natural extension for our two credit unions to unite as one and form a partnership.” LE&T FCU provides us with an added presence in Miami to help new and prospective members and their families achieve financial wellness,” said Robnett. Justice Federal currently has a branch within the FBI Miami Division Headquarters in Miramar, Florida.

James Angleton, Jr., President/CEO LE&T FCU agrees, “by combining forces with Justice Federal, LE&T FCU members will benefit from additional financial resources, human capital, and an expanded national platform for existing and potential members.” Angleton adds, “given the demands of increased regulation and technology investments these additional resources will ultimately result in greater economies of scale which is a good thing.”

Both credit unions have a long history of serving the justice and law enforcement community. Justice Federal was founded in 1935, and LE&T FCU in 1936, during the Great Depression era, when their Founders pooled their financial resources to provide small loans to members in need. Today, with over 177 years of service collectively, they continue to uphold the credit union philosophy of “People Helping People” by providing financial products and services to members in need. As member-owned cooperatives, and under the guidelines of the National Credit Union Administration, a successful merger is contingent upon a member vote. Once approved, LE&T FCU’s members, employees, and branch will become part of Justice Federal.

Chantilly, VA- As federal workers across the nation anxiously await the news as to whether Congress will pass spending bills this week preventing them from being furloughed and temporarily going without paychecks, Justice Federal Credit Union stands ready to assist its’ Members.

Justice Federal would offer special assistance in the form of an unsecured, low interest rate loan, deferred consumer loan and credit card payments, and mortgage assistance to Members of the Department of Justice, the Department of Homeland Security, and other federal employees and contractors furloughed due to a Federal Government shutdown.

New and existing Members may apply for a low interest Special Assistance Loan up to a Member’s net pay for one month. Members may opt to defer their first Special Assistance Loan payment for up to 60 days, with interest continuing to accrue.

Existing Members in good standing with a Justice Federal consumer loan, or credit card may request to defer their loan payments up to 30 days, and request assistance with a Justice Federal First Mortgage loan. Based on the length of the Federal Government shutdown, Members may request additional 30-day deferments.

Silicon Valley Bank's sudden collapse on March 10, 2023, and the voluntary liquidation of Silvergate Bank has caused concern in the banking industry as individuals are left with more questions than answers on how such an event could unfold and how financial institutions can be trusted with their deposits.

While this was not a credit union failure, I recognize this banking collapse may create concerns regarding the safety of your deposits, as well as concerns you may have about the soundness of our Credit Union, therefore I want to take this time to communicate how your funds remain safe and secure, and the means we go through to see that they are fully protected.

• Just as bank deposits are insured by the FDIC, the National Credit Union Share Insurance Fund, (NCUSIF) administered by the National Credit Union Administration, (NCUA), a United States Government agency, insures credit union deposits.

• The Share Insurance Fund insures individual accounts up to $250,000 and insures a member’s interest in all joint accounts up to $250,000.

Justice Federal has awarded scholarships to student Members in pursuit of higher education since the program’s inception in 2008. Student Members must be in good standing with the Credit Union in order to compete. Scholarship award recipients are selected based on— academic performance, community involvement, personal goals, and financial need. Fifty percent of all awards are dedicated to student Members pursuing a degree in the field of Justice. Using extensive research and data around how Members bank online, combined with Member feedback on desired features and improvements, Justice Federal has teamed with Lumin Digital to introduce an entirely new platform that puts Member service at the forefront and will allow the Credit Union to continue to introduce new functionality.

The following Members selected by the Justice Federal Scholarship Committee were awarded a scholarship: Maggie Walker, Jordyn Harris, Douglas Gilmer, Eric Elg, Emily Savino, Isha Das, Allison Tenney, Aditya Dilip, John Kersellius, Hayden Perry, Alexandra Lum, Natalie Schwartz and Sean Sippel.

Our scholarship recipients encompass all life stages— from high school graduates to seasoned career employees, but they all have in common a passion for changing the world either through furthering a career in the field of justice, or their desire to give back by helping others in the community. Justice Federal has awarded scholarships to student Members in pursuit of higher education since the program’s inception in 2008. Student Members must be in good standing with the Credit Union in order to compete. Scholarship award recipients are selected based on the following criteria— academic performance, community involvement, personal goals, and financial need. Fifty percent of all awards are dedicated to student Members pursuing a degree in the field of Justice.
